Holy moly. This silk blouse is OUTSTANDING. 1990s. Blue silk with a tone on tone floral design. Shoulder pads, if you hate them, clip them out. Dynasty and Dallas vibes for sure. Super elegant. Silk covered buttons. Flute / flounce on bottom. Fitted. No stretch. The blue is a jewel tone for sure!
