This is a rare beautifully decorated black photo album or assignment keeper of some sort that was awarded to a Chief Waldhuber on Dec 24, 1966. The pages inside are empty. The white carbon like paper lifts up to reveal black construction like paper. It is held together by tassles on the binder. Looks to be handpainted in beautiful bright colors. A rare collectible to an important navy chief. It is in good condition for its age. Does have some tea colored staining on inside back cover due to age. Binder is a little tattered but it's not coming apart. Great item!
