Requires a data plan that you will need to sign up for upon receiving. The card is inside the wifi device and works great. I have 2 and want to keep one. I bought it on an ad on YouTube. Cost me 139. I used it for my home health patient when he used to watch TV and wanted to watch westerns. I bought it so we could watch westerns together. I hooked it up, bought the data and he suddenly passed with a heart attack within 2 weeks. I didn't need it anymore. I have one still in the box as well. You'll be receiving the one that was used only 2 times but not in the new box.
